Children's toys are brightly-colored for a reason. Toy manufacturers know bright colors attract the eye of the child, they engage the brain and arouse a desire in the child to interact with the brightly colored object.
Something similar happens to photographers, though not quite on the same level. Color attracts the eye, engages the brain, arouses a desire to interact. The difference is the photographer's response is more considered.
But in the end, child and photographer alike are often driven by the same innate impulse. "Ooooh, pretty."
