Photo #1: No Flash

Here, in order to expose for the light outside the window I used a shutter speed of 1/13 second. Unfortunately, everything else is underexposed, unless I was attempting a silhouette.

Focal Length: 18 mm
ISO Speed: 200

Photo #2: Gentleman Farmer Accountant's Office - slow drag flash

I put my Nikon SB-600 in manual mode and decreased the flash output by -1.3 EV. The flash head was pointed 90 degrees up to bounce and diffuse the light from a white ceiling. With the same shutter speed of 1/40 of a second (and same aperture value) I exposed correctly for the background but also filled in the foreground with some light.
