The exercise challenges one to make something interesting from things nearby. In my case, this means finding some way to beautify or hide a monotonous apartment complex and a flat, empty sky.

Solution:
Focus low to eliminate as much sky as possible.
Use slow shutter speed, large aperture, camera close to the ground and move towards the subject. This motion makes a far stationary subject imperceptably larger while close elements blur. This poor "man's dolly shot" gives a kinetic feel to foreground elements while directing attention to the central area of greatest sharpness. The effect is similar to a zoom blur (poor man's zoom blur?) but can be accomplished when auto focus can't be disabled.
Exposure bonus: blowing out the highlights weakened distracting background elements, including the apartment and colorful foliage that is in the wrong place.
