Processing Note:
I ran across the "Psychedelic" preset in Topaz Studio, with Restyle installed, and played with it to understand its mechanism. It seems to involve compositing with an orange sky (hue-rotated) image of clouds (difference mode) then tweaking of the colors coming out. The initial product looks like a negative with odd orange and green hues (see below). The negative of that image has the colors seen here but many features were too soft. This was solved by subtracting the "psychedelic" filtered image from a BW-pencil-sketch version of the same image (absolute difference mode).
