Yep, it's a burn rubber contest

WORCESTER, MA: July 6, 2007. New England Summer Nationals at Green Hilll park. This only works with rear wheel drive cars (I think). Under the car you can see a concrete platform. The two workers on the left sweep up between contestants and water down the base. Then the next contestant drives up onto the platform. The driver then steps on the brakes (locking the front wheels) while at the same time stepping on the gas causing the rear wheels to spin. The point is to literally burn rubber.

I must admit that though the spectators seemed to enjoy this contest, I had to kinda shake my head over this one. I love cars (as you might notice from all the car images on these pages) but I can't quite get my head around this one. Seems like a whole lot of air pollution to me. But that's just my opinion.
