junk in empty shop

The thing about this place is that I really can't tell whether this is just a haphazard dump of junk or arranged somewhat purposefully. Would someone really put a birdbath full of Pez dispensers in the window if it was a junker? You can't see it, but there's also a painting of a tiger in the window that's lit at night.
