The town of Winchester (population ~27,000) is the county seat of Frederick County in northwest Virginia. As with most towns in the area, there is a lot of history here. It is, for example, where George Washington began his political career.

The building vacancy rate in the downtown area is staggering. I didn't do an actual count, but my impression was that probably 40% to 50% of the availabale spaces were vacant.
